There is a law that guarantees a decent minimum salary for uber drivers. It's called the law of self interest.

If uber doesn't pay their drivers enough, the drivers leave and find other work. The fact that they stay is proof that they're being paid enough.

If you disagree, then I suggest your idea of what kind of pay would be "enough" is highly arbitrary and biased.
